Penang LRT works are moving down your street. What does your insurance actually cover?LRT 工程一段一段推过来了。你的保险到底保到哪里?
The Mutiara Line is being built now, and the works move down the alignment section by section. If your shop, workshop or factory sits along it, three questions are worth settling before the machines reach you — and only one of the three answers involves buying anything.
Where the works actually are
Segment 1 of the 29.5 km elevated line runs from Komtar to Silicon Island (PSR-A). Between those two ends it passes Macallum, Bandar Sri Pinang, Sungai Pinang, East Jelutong, Penang Waterfront, Gelugor, Jalan Universiti, Batu Uban, Sungai Dua, Sungai Nibong, Bukit Jambul, SPICE, Jalan Tengah, the Bayan Lepas Free Industrial Zone, Sungai Tiram, Penang International Airport and Permatang Damar Laut.
Overall progress was reported at 8.99% in June 2026, with pile caps and pier columns already up around Bandar Sri Pinang and the airport. Completion is targeted for December 2031. The second civil contract, extending from Komtar to Penang Sentral, is still in tender. In other words: for most businesses along the line, the disruption has not peaked yet.
Does my fire policy cover cracks from piling next door?
A commercial fire policy pays for a listed set of perils — fire, lightning, explosion, and whichever extensions you actually bought. Vibration, ground movement and settlement caused by someone else’s construction are not on that list. Where a subsidence or ground-movement extension exists at all, the wording commonly carves out movement caused by excavation or construction on adjoining land, which is exactly this situation.
Open your policy schedule and look for the words. If you cannot find them, assume the cover is not there. The party who pays is the contractor, through their public liability cover — but only if you can show the damage was not already there. That is the entire fight, and it is won or lost on evidence gathered before anything happens.
Large infrastructure projects normally commission their own pre-condition surveys of buildings near the alignment. If someone asks to inspect your premises, let them in — and ask for a copy of the report. It is about your building.
The road is closed and takings are down. Can I claim?
Business interruption cover is triggered by physical damage to your own insured premises. No damage, no trigger — however real the lost trade is. Extensions for loss of access do exist, but the standard wording requires access to be blocked by damage from an insured peril at property nearby. A planned road closure for public works is neither damage nor a peril.
In practice, no ordinary commercial policy pays for trade lost to scheduled infrastructure works. That is worth knowing while you are planning the next two years of cash flow — not after.
So what actually protects you? One thing, and it is free.
- Exterior walls, corners and the line where the building meets the ground
- Floor tiles, ceiling joints, door and window frames, shopfront glass
- Every crack that is already there, with a ruler or a coin beside it for scale
- Drains and the apron outside your unit
Keep the original files, not screenshots — the date sits in the file, and that is the part that matters. A folder in cloud storage is enough. A dated photograph from before the rig arrived turns an argument into a claim.
What if you have won a package on the line?
Different problem, and a bigger one. If you are working on the line as a subcontractor, the three things that most often go wrong are the same three that go wrong on every large project: whether your company name is actually inside the Contractor All Risks policy rather than only the main contractor’s, whether the sum insured has kept up with the variation orders, and whether your workers’ statutory cover would survive an inspection today.
Delay is its own trap: a CAR policy rebuilds the works, but it does not pay the penalty your employer deducts for finishing late — the exclusion wording is here.

工程实际在哪一段
全长 29.5 公里的高架线,第一段从光大(Komtar)一路到 Silicon Island(PSR-A)。中间经过:Macallum、Bandar Sri Pinang、双溪槟榔、East Jelutong、Penang Waterfront、日落洞 Gelugor、Jalan Universiti、峇都茅 Batu Uban、Sungai Dua、Sungai Nibong、峇六拜 Bukit Jambul、SPICE、Jalan Tengah、峇六拜自由工业区(FIZ)、Sungai Tiram、槟城国际机场、Permatang Damar Laut。
2026 年 6 月公布的整体进度是 8.99%,Bandar Sri Pinang 和机场那一带的桩帽、桥墩已经立起来了。目标 2031 年 12 月 完工。第二份土建合约(光大 → Penang Sentral)还在招标。换句话说:对沿线大部分生意来说,最吵最挡路的阶段还没到。
隔壁打桩把我的墙震裂,火险赔吗?
商业火险是「列明式」的 —— 保单上写了哪几样才赔:火灾、闪电、爆炸,加上你当初真的有加买的那几条扩展。别人施工造成的震动、地层移动、沉降,不在那张单子上。就算你的保单有「地陷/地层移动」扩展,条文通常也会把「邻地开挖或施工造成的移动」排除掉 —— 排掉的正好就是这个情况。
翻开你的保单明细表,找那几个字。找不到,就当作没有。真正赔的是承包商,走他们的公众责任险 —— 但前提是你能证明那道裂缝本来不在。整件事的输赢就在这里,而且赢的证据必须在事情发生之前就收好。
大型工程通常会自己请人做沿线建筑的「施工前现况调查」。如果有人来要求检查你的店,让他查 —— 然后跟他要一份报告副本。那查的是你的房子。
路封了生意掉,这个赔得到吗?
营业中断险的启动条件是:你自己的场所出现实体损毁。没有损毁,就没有启动 —— 不管你生意掉得多真实。市面上是有「进出受阻」这类扩展,但标准条文要求的是「邻近财产因承保事故受损,导致进出被挡」。为了公共工程而计划性封路,既不是损毁,也不是承保事故。
实务上,没有哪一张普通商业保单会赔「因为基建施工而少做的生意」。这件事该在你规划未来两年现金流的时候知道,不是之后才知道。
那什么才真的护得住你?一件事,而且免费。
- 外墙、四个墙角、墙脚跟地面接的那条线
- 地砖、天花接缝、门框窗框、店面玻璃
- 本来就有的每一道裂缝,旁边放把尺或一个硬币当比例尺
- 门口的沟渠和外面那片地
存原档,别存截图 —— 日期藏在档案里,值钱的就是那个日期。丢进云端一个夹就够了。打桩机来之前的一张有日期的照片,能把「各说各话」变成「有得赔」。
如果你接到了这条线的工程?
那是另一个问题,而且更大。如果你是这条线的分包商,最常出事的三件,跟所有大工程一样:你公司的名字到底有没有真的写在工程一切险(CAR)保单里,还是只有总承包商的名字;保额有没有跟上一次次的追加工程(variation order);你工人的法定保障今天被查,过不过得了。
工期是另一个坑:CAR 赔你重建,但业主因为你迟交而按天扣的罚款,它一分不赔 —— 条款原文写在这里。
