Marine Cargo Insurance Malaysia: Protecting Your Cross-Border Shipments
Your goods are in someone else's hands for most of their commercial journey. Marine Cargo insurance is the only tool that protects your investment from the moment they leave your warehouse to the moment they arrive at the buyer's.
Understanding the three ICC cover levels
The Institute Cargo Clauses (ICC) offer three levels: ICC(A) is All Risks — the broadest cover, responding to all accidental loss unless specifically excluded. ICC(B) covers named perils including fire, stranding, sinking, and collision. ICC(C) is the most basic, covering only major transport accidents. Most Malaysian export/import businesses underestimate their exposure and default to ICC(C) to save premium.
The 110% rule and why it matters
Best practice is to insure cargo at 110% of CIF value (Cost, Insurance, Freight + 10% for anticipated profit). Many SMEs insure at invoice value only, which means any profit margin is unrecovered in the event of a loss. The extra 10% premium cost is minimal relative to the protection it provides.
Goods in Transit vs Marine Cargo: knowing the difference
Goods in Transit (GIT) covers domestic road transport. Marine Cargo covers sea, air, and multimodal international transport. If you use a logistics company, the carrier's liability is limited by contract to a fixed amount per kilogram — far below the actual value of most goods. Your own Marine Cargo policy fills this gap.
Claims procedure: the first 24 hours matter most
Upon discovering damage, you must: (1) photograph everything before moving goods, (2) apply for a surveyor's inspection immediately — do not settle or dispose of damaged goods without the insurer's consent, (3) preserve all shipping documents, packing lists, and receipts, and (4) lodge a written protest with the carrier if damage is visible on arrival.
A Marine Cargo policy is not complex or expensive. Failing to have one when your container is lost at sea — or your RM 500,000 shipment arrives waterlogged — makes it feel very expensive indeed.
Frequently asked
What is the difference between ICC(A), ICC(B) and ICC(C)?ICC(A)、ICC(B)、ICC(C)
They are three levels of Institute Cargo Clauses cover. ICC(A) is all risks — it responds to accidental loss unless something is specifically excluded. ICC(B) covers named perils including fire, stranding, sinking and collision. ICC(C) is the most basic, covering only major transport accidents. Businesses often default to ICC(C) to save premium and underestimate what that leaves uncovered.
How much should I insure my cargo for?
Common practice is 110% of CIF value — cost, insurance and freight, plus ten percent for anticipated profit. Insuring at invoice value only means the margin is unrecovered when a loss happens, and the extra ten percent costs very little in premium terms.
The freight forwarder says they are insured. Is that enough?
No. A carrier's liability is capped by contract, commonly in the region of RM 25–100 per kilogram, which is far below the value of most goods. That cover protects the carrier's own liability, not your investment. As the cargo owner you need your own policy in your own name.
